Bush, the 43rd US President and the son of the 41st, served as Governor of Texas from 1995 until his election to national office in 2000. One of his initiatives as Governor was the Texas Compact, an agreement by the states of Maine, Vermont and Texas for low-level, commercial nuclear waste disposal at a site in Texas. The Compact required federal approval, which is why Governor Bush wrote this letter to Maine's Democratic Congressman John Baldacci.
Congress passed legislation authorizing the Texas Compact, and President Clinton signed it into law on September 20, 1998. However, no waste was actually stored under this bill during the Bush governorship, because the Texas National Resource Conservation Commission rejected the proposed site of the low-level waste dump. The affected states are still grappling with the issue of nuclear waste disposal, as is the entire country. Bush is the only U. President to be reelected after succeeding a two-term President of the opposing political party.Most recently, he paired up with fellow former Commander-in-Chief Bill Clinton to conduct an in-depth interview with Time magazine and regarding their plans for the coming year and their take on the 2016 election. This issue of Time with Clinton and himself on the cover will be the 31st cover he has been on since June 21, 1999. Baldacci was elected Governor of Maine in 2003.
